West Virginia First Foundation Releases Request for Proposals for Statewide Needs-Based Assessment

West Virginia First Foundation (WVFF) has launched a Request for Proposals (RFP) for a comprehensive statewide Needs-Based Assessment to guide the strategic allocation of opioid settlement funds. WVFF, a private nonprofit established through the West Virginia First Memorandum of Understanding (MOU), is dedicated to supporting evidence-based strategies for prevention, treatment, recovery, and public awareness in addressing the opioid crisis.

This Needs-Based Assessment will serve as a foundational tool to ensure the most effective use of funds in combating substance use disorder (SUD) across the state. The assessment will focus on data-driven methodologies to analyze the burden of SUD, evaluate existing services and funding sources, identify gaps in treatment and prevention, and develop a public-facing dashboard for real-time insights.

Key objectives include:

  • Establishing a common metric to measure addiction rates at local and state levels.
  • Mapping current funding and service availability to ensure equitable distribution.
  • Identifying critical gaps in addiction services and developing targeted solutions.
  • Creating a user-friendly, public dashboard for transparency and data accessibility.
  • Defining a standardized Health Return on Investment (HROI) for addiction-related services.

WVFF seeks proposals from qualified organizations with expertise in public health research, data analytics, community engagement, and policy evaluation. The selected partner will play a crucial role in shaping West Virginia’s long-term response to the opioid epidemic.
